IPOPNG is fast growing in terms of capacity (this includes resources and administrative systems and procedures), functions and responsibilities. It has a very distinctive role to play in terms of promoting trade and investment in Papua New Guinea and needs to position itself appropriately so that it can be able to meet the challenges and progress ahead.
IPOPNG has therefore recognized that it is important at this stage to identify the Key Strategic Result Areas (SRAs) or Core Programs that will drive the organisation forward. Under the overall 2008 - 2012 Investment Promotion Authority (IPA) Business Plan, the IPOPNG has adopted five (5) SRAs with clearly defined objectives and key performance indicators.
The SRAs have been identified taking into account the current global trends in the administration of intellectual property law and also to addresse the domestic needs for intellectual property rights (IPR) protection. The office recognizes that there are ongoing activities at the international level in the harmonization of the intellectual property laws and the administrative practices and procedures. In particular the activities undertaken by the World Intellectual Property Organisation (WIPO) through the various treaties and conventions it administers, and regional bodies like APEC and WTO which administers the Trade Related Aspects of Intellectual Property Rights Agreement (commonly known as the TRIPS Agreement). As a member economy of these international bodies, PNG needs to position itself well so that it can be able to participate and benefit meaningfully from those arrangements, particularly in the form of technical assistance.
PNG's domestic needs in IPR protection are equally important. The country has emerging intellectual property issues related to traditional knowledge and expressions of culture that are in abundance and need to be addressed. Also, the use of biological diversity by both foreign and local researchers that involve resource ownership and patenting issues require clear policy guidelines that addresses concerns of all parties involved.
Furthermore, there are concerns by educational and research institutions on the lack of support from the government in terms of providing clear policy directions on how best they could be assisted in developing their discoveries in science. Not only that, but the appropriate legislative framework and the resources need to be put in place in order to effectively assist our researchers and scientists to further develop their work.
Also, there has been ongoing concerns by the private sector for proper regulation of copyright activities. The copyright industry in PNG is growing rapidly and there needs to be proper management systems put in place so that copyrights owners are fairly remunerated for the use of their work and also users respect the rights of the owners.
As the office mandated by the government to administer the intellectual property laws, IPOPNG needs to be proactive and respond to these challenges. With its limited resources and capacity, it recognises that importance of working together with both its international and domestic partners.
The general goals and objectives under SRAs have been translated into Annual Work Programs outlining the strategies, key performance indicators and outcomes that are achievable and measurable. This yearly programs will be adequately supported by an annual budget to ensure effective implementation and realization of the desired outcomes of the Plan.
